The Government of Togo has launched a comprehensive review of its 2020–2030 Education Sector Plan, a move aimed at strengthening the country’s education system and aligning it with emerging national priorities and global education goals.
The review process officially commenced on July 23, 2026, in Lomé, and is expected to run for just over a year, with a revised education strategy scheduled for completion by September 2027.
Evaluating Progress and Addressing Emerging Challenges
According to Togo’s Ministry of Education, the review will assess the progress made since the adoption of the current Education Sector Plan in 2020 while identifying areas that still require improvement.
The exercise will examine:
- Progress achieved under the existing strategy.
- Persistent challenges affecting the education sector.
- Regional disparities in access and learning outcomes.
- The effectiveness of ongoing education reforms.
- Emerging economic, technological, social, and environmental issues influencing education.
The review is expected to ensure that the country’s education policies remain responsive to changing national and global realities.
Improved Planning Through Financial Forecasting
As part of the revision process, the government will use a financial simulation model to forecast future resource needs and strengthen long-term planning for education investments.
Officials say this approach will improve budgeting, support sustainable implementation of reforms, and ensure that available resources are allocated more effectively.
The revised strategy will also align with Togo’s national development agenda and its international commitments, particularly Sustainable Development Goal 4 (SDG 4), which seeks to ensure inclusive, equitable, and quality education while promoting lifelong learning opportunities for all.
Government Reaffirms Commitment to Education Reform
Speaking during the launch, Minister of Education Mama Omorou described the review as an important opportunity to make Togo’s education system more effective and responsive to the country’s development needs.
He emphasized that the revised Education Sector Plan should reflect a shared national vision of making schools key drivers of human capital development, innovation, and social progress.
According to the minister, education remains central to building a skilled workforce capable of supporting the country’s long-term economic growth.
UNICEF Supports Inclusive Review Process
Representing Togo’s development partners, UNICEF Country Representative Erinna Corinne Dia welcomed the inclusive approach adopted for the review.
She said the process offers an opportunity to build an education system that is:

- More resilient.
- Better equipped to respond to children’s learning needs.
- Better aligned with the country’s broader development aspirations.
Dia noted that expanding access to quality education remains essential to improving opportunities for children and promoting sustainable national development.
