FG Launches Digital Portal to End Project Delays in Education

The Federal Government has moved to eliminate bureaucratic bottlenecks in tertiary institutions with the launch of the Procurement Compliance Monitoring System (PICOMS).

Unveiled by the Minister of Education, Dr. Tunji Alausa, the digital platform is designed to track procurement in real-time and put an end to the chronic delays stalling critical education projects across Nigeria.

Why the Shift?

Speaking at a capacity-building session for procurement officers at the National Universities Commission (NUC) in Abuja, Dr. Alausa identified three major “process killers” that have historically slowed down development:

  • Incomplete documentation

  • Weak submissions

  • Procedural lapses

“Strengthening procurement compliance is essential to ensuring that projects are delivered efficiently and that public resources are properly managed,” Alausa stated.

The PICOMS Solution

PICOMS serves as a digital watchdog and workflow manager for the ministry and its various agencies. Key features include:

  • Electronic Management: Transitioning from paper-heavy trails to digital processing.

  • Real-Time Tracking: Monitoring the status of submissions instantly.

  • Faster Approvals: Drastically reducing the timeline for project clearance across parastatals and tertiary institutions.

A Push for Transparency

The Director-General of the Bureau of Public Procurement (BPP), Adebowale Adedokun, backed the move, noting that many current issues stem from avoidable errors in procurement filings.

This technological leap follows the Minister’s recent pledge to collaborate with the Academic Staff Union of Universities (ASUU) to ensure better accountability regarding funds allocated through the Tertiary Education Trust Fund (TETFund).
